For years, the automotive industry has marketed plug-in hybrid electric vehicles (PHEVs) as the ideal bridge to a fully electrified future. On paper, these machines promise significant fuel savings and drastically reduced emissions, provided the battery is consistently charged. However, a damning new analysis from Transport & Environment (T&E) based on fresh European Union data paints a starkly different picture. The gap between standardized lab testing and real-world performance is not only persistent, it is growing.
According to the T&E analysis of 220,000 vehicles equipped with onboard fuel consumption monitoring, PHEVs registered in 2024 emitted an average of 145 grams of CO2 per kilometer. This stands in sharp contrast to their official rating of just 24 g/km. To put this in perspective, the actual tailpipe emissions of these vehicles were only 14% lower than those of conventional internal combustion engine cars, a marginal improvement that complicates the environmental narrative currently driving global climate policy.
The Utility Factor Controversy
The discrepancy lies in the 'utility factor'—an estimation used in regulatory testing to predict how much time a driver spends operating on electricity versus fuel. In the lab, these tests assume high levels of EV usage, which allows manufacturers to claim remarkably low CO2 output. In the real world, however, if a driver fails to charge the vehicle regularly, the car acts essentially as a heavy gasoline-powered vehicle, negating its green credentials.
The European Union has recognized this systemic issue and implemented a phased tightening of these utility factor assumptions, with a significant correction scheduled for 2027. This change would force manufacturers to report emissions numbers that reflect the reality of how these cars are actually driven, rather than how they perform under ideal conditions. For automakers, this isn't just about optics; it’s about compliance. Maintaining the current, more lenient reporting standards allows manufacturers to meet fleet-wide CO2 targets and avoid billions of euros in potential fines.
The Fight to Delay Accountability
Unsurprisingly, the industry is pushing back. Trade groups, including the European Automobile Manufacturers' Association (ACEA), have petitioned to have the 2027 utility factor correction scrapped entirely. Suppliers like Horse have joined the fray, arguing that more stringent reporting requirements could effectively kill the PHEV market by making the vehicles appear less attractive to consumers, who currently benefit from the discrepancy in tax incentives and regulatory status.
