The Clean Truck Incentive (CTI) Program

The core of this financial package is the Clean Truck Incentive (CTI) program, which commands the largest portion of the funding at $39 million. Designed as a point-of-sale voucher system, the program aims to remove the primary economic hurdle—the high upfront cost—associated with transitioning a commercial fleet to electric power. By offering these vouchers directly at the point of purchase, the Port Authority makes zero-emission vehicles a more viable financial choice for local drayage operators.

This approach directly supports the Port Authority’s ambitious net-zero by 2050 goal. The Green Drayage Accelerator (GDA)

Recognizing that a truck is only as useful as its charging infrastructure, the initiative also includes the $5 million Green Drayage Accelerator (GDA). This segment of the funding is dedicated to the development of up to five specialized charging hubs located within a 10-mile radius of the marine terminals. These hubs are critical for ensuring that fleet operators have reliable access to high-capacity charging, effectively addressing range anxiety and operational downtime.
